Shizutetsu 1002 Tokugawa Ieyasu Aishita Machi

At the Shizuoka Railway (Shizutetsu) Naganuma depot open day in May 2015, I had the chance to walk around electric train No. 1002, which was decorated in a special livery of black with the Tokugawa crest of three hollyhock leaves to commemorate the 400th anniversary of the death of Lord Tokugawa Ieyasu in 1615, and noticed the inscription 徳川家康愛したまち静岡 on the side.  I think 徳川家康愛したまち静岡 means either "Shizuoka the town that loved Tokugawa Ieyasu" or "Tokugawa Ieyasu loved the town of Shizuoka" but am not sure which is correct.
